What happened was that we pulled live a new version of the rt.cpan.org
importer which uses public data feeds rather than a private, nightly
sync from Andreas which was missing this key bit of logic. Ruslan is on
it.

(We'll be announcing that we've opened all the rt.cpan.org code in the
next couple days. Finally.)
